how to write a sales promotion letter ?

First of all, the letter must grab the reader's attention. Make them want to know more about your product/service.

Then, you'll want to explain a little about what you have to offer.

Finally, make certain to give them a way to follow up on their interest. This typically will be a direct phone number at which they may contact you.

This link has a great example from Barron's Business English:

What Boo Too says is gold, and also remember that you have to consider who your prospect are and highlight the needs they might have, and your product matches.
I suggest you subscribe to a few online newsletter and study the sales letter you'll start receiving after a few days! For example http://www.awai.com (American Writers and Artist Institute) writes both good sales letters and newsletters on copywriting!
